Premier Li Qiang of the State Council has signed an order to announce the revised "Regulations on the Protection of Integrated Circuit Layout Designs," which will take effect on October 15, 2026. The regulations aim to protect the exclusive rights of integrated circuit layout designs, encourage technological innovation, and promote the development of science and technology. The regulations consist of 6 chapters and 54 articles, with major revisions including: 1. Clarifying overall requirements, stipulating that protection efforts should implement intellectual property strategies, expand the scope of protection, and emphasize good faith; 2. Improving application and review procedures, regulating false applications, detailing material requirements, enhancing rejection and revocation procedures, and adding rights restoration procedures; 3. Strengthening exclusive rights protection, clarifying standards for defining the scope of rights, and increasing compensation for infringement; 4. Promoting the application of layout designs, enhancing public services, clarifying reward measures, improving requirements for transfer, licensing, and pledging, and regulating the exercise of co-ownership rights.
