China Prepares for Risks of AI Going Out of Control

American researchers from Anthropic have warned about the risks of powerful artificial intelligence models going out of control, which has drawn attention in China. Policymakers and regulators in Beijing are preparing for the challenges associated with the development of AI, and this issue will be key in the upcoming negotiations between the U.S. and China. In the U.S., existential threats are being discussed, while in China, AI is viewed as a manageable technology. Beijing does not require independent monitors, as suggested by Anthropic, but relies on developers' commitments and strict government oversight. Chinese regulators have recognized the "loss of operational control" as a real risk for AI. New rules require developers to improve systems for detecting and blocking inappropriate behavior. Additionally, the world's first mandatory national safety standard for AI is being developed, and agencies are calling for the protection of critical information infrastructure from threats posed by new AI models.
