Ministry of Commerce: Distillation is a Common Practice for Model Learning in AI Field
The spokesperson of the Ministry of Commerce responded to reporters' questions regarding the U.S. announcement on cybersecurity related to the distillation activities of Chinese artificial intelligence companies. He stated that distillation is a common practice for mutual learning among various models in the field of artificial intelligence and is a neutral technological means used by global model companies, including American companies. This technological approach helps improve the efficiency of model learning and enables more effective utilization of human knowledge. It has positive significance for countries developing their artificial intelligence industries, unleashing technological potential, bridging development gaps, and benefiting developing countries and the general public. The U.S. approach has been criticized as a typical double standard. China encourages open-source, openness, cooperation, and sharing, with open-source models accessible to global enterprises, facilitating model research and development. Reports on model research and development from American companies indicate that they heavily distill Chinese models. In contrast, the U.S. has repeatedly unilaterally accused Chinese companies of engaging in "industrial-scale" distillation, tarnishing a common industry practice as an aggressive act, reflecting the U.S.'s anxiety and double standards.
