Residents of Damaged Housing Can Privatize and Receive Compensation
Residents of non-privatized state and communal housing damaged by the war will be able to formalize ownership and receive monetary compensation. The Cabinet has supported a bill from the Ministry of Regional Development that will amend the Law "On the Privatization of State Housing Fund." The bill will be submitted for consideration by the Verkhovna Rada. Currently, the law does not regulate the privatization of emergency apartments and houses damaged as a result of the war. People living in such housing are only tenants and cannot receive compensation as owners. The proposed changes will allow for the privatization of housing, even if it has become emergency due to hostilities. After formalizing ownership rights, residents will be able to apply for compensation for destroyed housing or monetary funds for its restoration. In Ukraine, more than 342,000 objects have been recorded as damaged or destroyed due to Russian aggression, of which nearly 300,000 are residential houses. Some citizens may face difficulties in obtaining compensation due to unresolved property documentation issues.
