During a hearing of the House Financial Services Committee on the 15th, Secretary Besant addressed issues of AI safety and developer accountability, arguing that the U.S. should expand the development of open-source AI models. He remarked that the 'regulatory capture' by large AI companies should not hinder innovation. Secretary Besant stressed that responsibilities must be clearly stated when AI developers go public and responded to lawmakers' inquiries regarding concerns about the existential risks of AI. While he did not propose specific measures for coordinating AI safety regulations with other countries, he highlighted the necessity of developing open-source AI models within the U.S. He warned against allowing 'large AI research institutions to capture regulations,' indicating a risk of stalling innovation.
