OCC Establishes Final Rules for Stablecoins
The U.S. regulator OCC has published final rules for stablecoins, which will take effect on January 18, 2027. Issuers must maintain sufficient reserves to repay customers. The rules are based on the GENIUS Act, passed in July 2025, and apply to banks and other issuers under OCC supervision. Stablecoins, which track the value of the dollar or euro, must be well-backed by cash or other safe assets. Customers must be able to redeem their coins, even if many people request their money back at the same time. Additionally, there are requirements for repayments, financial controls, and risk management. From January 2027, permission will be required to issue stablecoins. Existing companies may receive temporary extensions if they submit an application before the deadline. For cryptocurrency holders, nothing will change for now, but the new requirements are intended to reduce the likelihood that companies will lack sufficient funds to repay digital coins.
