South Korean lawmaker suggests addressing crypto exchange ownership cap later

South Korean lawmaker Kang Jun-hyun of the Democratic Party stated that the delay in the legislation for a basic law on digital assets has been reduced to a single issue: a provision limiting major shareholders’ stakes in crypto exchanges. In an interview, Kang indicated that this ownership cap, which he identified as the primary reason for the legislative delay, should be dealt with separately from the basic law. He noted that the issue emerged late in the legislative process without adequate public debate, effectively resetting two years of discussions. Kang emphasized that if the basic law is being stalled solely due to the ownership cap, it should be enacted first, with the stake limit potentially addressed later through social consensus, whether at 20% or 30%.
