Trump Approves 30-Year Nuclear Cooperation Agreement with Saudi Arabia, Supporting Uranium Enrichment Program
President Trump has approved a 30-year civil nuclear cooperation agreement with Saudi Arabia, valued at hundreds of billions of dollars, which will support the development of Saudi Arabia's civil nuclear energy program and may pave the way for future uranium enrichment activities within the country. Under the agreement, U.S. companies will play a central role in the construction of Saudi nuclear infrastructure, and both parties will conduct a two-year joint study to assess the commercial viability of domestic uranium enrichment in Saudi Arabia. If deemed necessary, the U.S. will build uranium enrichment facilities under a "black box" model to prevent the proliferation of sensitive technologies and ensure that enriched uranium and spent fuel are not used for military purposes. The agreement also stipulates that if the U.S. ultimately disagrees with advancing the uranium enrichment project, Saudi Arabia will not be allowed to engage in uranium enrichment activities on its own or in cooperation with other countries for the next ten years. Westinghouse Electric is expected to be a major beneficiary, with its AP1000 nuclear reactor likely to be a key option for Saudi Arabia's nuclear power project. The agreement has raised concerns about the risk of nuclear proliferation in the Middle East, with critics pointing out that allowing Saudi Arabia to develop uranium enrichment capabilities could encourage other countries in the region to pursue similar technologies. The agreement is expected to be submitted to the U.S. Congress for review in the near future.
