US Congress to Discuss Bitcoin Reserve and Crypto Tax Bills

The committees of the US House of Representatives will consider two bills regarding Bitcoin reserves and the taxation of crypto assets. The H.R. 8957, known as the American Reserve Modernization Act of 2026, proposes that the Bitcoin held by the federal government be kept without being sold for 20 years. This bill will become a binding federal law under the management of the Treasury Department, prohibiting sales and exchanges. The Treasury will establish a secure storage infrastructure within 180 days of the law's enactment. Additionally, independent auditors will prepare reserve proof reports every three months. A separate 'Digital Asset Stock' will be created for digital assets other than Bitcoin. On the other hand, the Digital Asset Tax Certainty Act, introduced by Ways and Means Committee Chairman Jason Smith, proposes that no gains or losses need to be recorded when network or transaction fees paid in crypto do not exceed $10. Mining and staking earnings will be considered ordinary income. To become law, the processes in both the House of Representatives and the Senate must be completed.
