Korea Blockchain Industry Promotion Association to Hold AI Trust Infrastructure Policy Forum on September 11
The Korea Blockchain Industry Promotion Association (Chairman Kim Jong-won, hereinafter referred to as the Association) will hold a policy forum titled "AI Era, Building Digital Trust Infrastructure and Promoting the Blockchain Industry" on September 11 at 2 PM in the 8th meeting room of the National Assembly Member's Hall.
This forum is co-hosted by members of the National Assembly's Science, Technology, Information, Broadcasting and Communications Committee, including Kim Woo-young, Lee Joo-hee, Choi Hyuk-jin, and Hwang Jung-ah, and is organized by the Korea Blockchain Industry Promotion Association. Attendees will include members of the National Assembly, government officials from the Ministry of Science and ICT and the Financial Services Commission, as well as representatives from the AI and blockchain industries, academia, research institutions, the legal profession, and the media.
As generative AI and AI agents rapidly spread, new issues have emerged, including the circulation of deepfakes and misinformation, verification of the sources and authenticity of AI-generated content, rights relationships regarding training data, digital content forgery and alteration, and accountability for automated transactions.
The Association believes that in order to address these challenges, it is necessary to establish a digital trust infrastructure that not only enhances AI technology itself but also verifies the history of data and content generation, distribution, and utilization, records rights relationships, and supports fair compensation and settlement for contributors.
In particular, blockchain is gaining attention as a key technology that supports the trust foundation in the AI era through its functions of preventing data forgery and alteration, tracking history, recording rights, automating settlements, and decentralized identity verification. The Association explained that blockchain is no longer limited to virtual assets but is expanding as a foundational infrastructure for various industries, including AI data trading, digital content rights protection, decentralized AI, distributed computing, tokenization of real-world assets (RWA), and payments for AI agents.
In the keynote address of the forum, Koo Tae-eon, a lawyer at Lin Law Firm and vice chairman of the Association, will present on the topic "AI Sovereignty is a Multiplicative Model - It is a Rail." Vice Chairman Koo will emphasize that AI competitiveness is not solely determined by the capability to develop AI models, but is influenced by the infrastructure of 'verification, settlement, and attribution' that verifies the sources of AI data and content, settles rights and compensation, and clarifies accountability for automated transactions.
Following this, Yang So-hee, manager of the Japan Business Development Team at the Kaia Foundation, will examine trends in Japan's digital asset, stablecoin, tokenized finance, and Web3 policies, and discuss the potential for overseas expansion of the Korean blockchain industry and Korea-Japan cooperation.
Park Ji-soo, CEO of Suho IO, will address the payment infrastructure needed in an environment where AI agents explore products and services, and perform contracts, purchases, and settlements. Key topics will include the wallet and authentication of AI agents, delegation of authority, transaction limit settings, detection of unusual transactions, accountability, and the security and standardization of inter-machine payments.
Oh Hyun-ok, a professor at Hanyang University and CEO of ZCrypto, will present on "Privacy by Design: Public Ledger and Digital Assets in the Age of AI Agents," discussing ways to harmonize the transparency of public ledgers with the protection of personal information and trade secrets. It is expected that solutions will be discussed that utilize privacy-enhancing technologies such as zero-knowledge proofs, selective information disclosure, and decentralized identity verification (DID) to verify the identity, authority, and transaction history of AI agents while minimizing unnecessary exposure of personal information.
In the comprehensive discussion, officials from the Ministry of Science and ICT and the Financial Services Commission, as well as experts from the industry and legal profession, will participate to broadly discuss topics such as ▲ verification systems for the sources and authenticity of AI-generated content ▲ protection of rights and fair compensation for AI data and content ▲ payment and digital asset infrastructure for AI agents ▲ privacy-protecting blockchain ▲ legal and institutional improvements to activate blockchain convergence industries.
The Association stated that the currently discussed and promoted Blockchain Basic Law in the National Assembly and government could serve as an important opportunity to establish a legal foundation for the AI and Web3 convergence industry. The basic law needs to reflect a balanced direction for not only supporting industrial promotion and technological innovation but also ensuring the legal effectiveness of blockchain-based records, proofs, and contracts, expanding public and private demonstrations, regulatory sandboxes, and protecting personal information and users, as well as organizing systems related to new industries such as digital assets and RWA.
Chairman Kim Jong-won of the Korea Blockchain Industry Promotion Association stated, "As AI becomes more deeply integrated into our industry and daily life, it will become increasingly important to verify the sources of data and content used by AI, protect legitimate rights, and manage transactions and responsibilities transparently."
He added, "Blockchain is a core technology that can build the foundation of trust needed in the AI era," expressing hope that this National Assembly forum will foster the convergence industry of AI and blockchain and derive effective legislative and policy tasks to support safe technology utilization.
The Association plans to continuously collaborate with the National Assembly, relevant ministries, the industry, and academia to promote policy proposals related to the Blockchain Basic Law and establish a foundation for the demonstration and commercialization of the AI and blockchain convergence industry based on the discussions from this forum.
