Non-Farm Payrolls Surprise Decline Amid US-Japan Intervention, Global Assets Face High Funding Cost Constraints

On August 11, the U.S. non-farm payrolls unexpectedly decreased by 23,000 in July, marking the first negative growth since February of this year. Although the unemployment rate fell to 4.1%, the non-farm data for May and June were significantly revised downwards, indicating that the resilience of the U.S. labor market is weakening. This complicates the Federal Reserve's policy trade-offs between inflation and employment, especially as recent officials have shown increasing divergence on interest rate hikes, with the risk premium of monetary policy still reflected in U.S. Treasury yields and the valuation of dollar assets.

Meanwhile, the summary of opinions from the Bank of Japan's July meeting released stronger signals for interest rate hikes, with some members suggesting a more flexible or even aggressive approach to policy normalization. The weak yen prompted a rare joint currency market intervention by the U.S. and Japan, indicating that the exchange rate issue is no longer just a matter of Japan's monetary policy but is gradually affecting U.S. Treasury holdings, dollar liquidity, and global arbitrage trading structures. If expectations for further interest rate hikes in Japan heat up, the cost of yen arbitrage funding may rise, potentially increasing the volatility of overvalued and highly leveraged assets.

U.S. Treasuries are in another critical position. Recent support for yen intervention, discussions on FIMA liquidity tools, and adjustments to long-term bond issuance by the Treasury all point to reducing pressure in the long-end Treasury market. However, in an environment where fiscal deficits, inflation, and energy costs remain high, the support that the Treasury can provide is limited. Ultimately, the path of inflation, Federal Reserve policy, and market pricing of U.S. fiscal sustainability will determine long-end yields.

On the industrial side, a starkly different picture emerges. Demand for SpaceX, AI servers, HBM, and NAND remains robust, with corporate capital expenditures continuing to expand. However, shares of SanDisk and Western Digital plummeted after their earnings reports, reflecting that the issue is no longer just whether performance is growing, but whether companies can continue to exceed already high market expectations. The core contradiction in the AI industry continues to focus on capital efficiency and valuation tolerance.

Therefore, what the market truly needs to observe this week is not a single data point, but whether the cooling of employment can offset the pressures of inflation and fiscal factors on long-term interest rates, and whether high capital expenditures in AI can continue to translate into cash flows sufficient to support high valuations. The U.S. July CPI, to be released on Wednesday, will serve as an important verification. If inflation remains sticky, weak non-farm data may not be enough to provide sustained downward space for interest rates; conversely, if inflation and employment cool simultaneously, the pressure of high rates on global risk assets may have a chance to ease significantly.

Overall, global assets remain in an environment of high fiscal demand, high capital expenditures, and high funding costs, with volatility and differentiation among assets expected to remain elevated.
